According to Gothwan's information, Karzov is hiding in a safe house nearby, while the Crown is hidden in their headquarters. Before we can move against either, we need to reduce the number of potential reinforcements. A trek through the Tatters should provide ample opportunity for that.
When you're [sic] cleared the area, meet with Private Zoey Fargo. She's keeping watch over the safe house where Karzov is hiding.

- Proceed northwest along the road to the first intersection.
- Kill Nasher foes in this area.
- Meet with Zoey Fargo
- From the southeast intersection in the spawn area. follow the road west to the first intersection.
- Proceed northwest to the next intersection.
- Continue north along the road until it begins to turn.
- Proceed north through the stone archway to find Zoey Fargo.
- Turn in the quest.
